Bureau of Applied Economics & Statistics (BAE&S) is responsible for collection, collation and compilation of different statistical data in respect of the State. BAE&S conducts Economic Census from time to time, prepares index nos. of Industrial Productions, Wholesale Prices and Consumer Prices.  Different activities are

Fifth Economic Census

     During 2005-2006, Bureau of Applied Economics & Statistics conducted the fifth economic census of all enterprises situated throughout the State both inside and outside the residence to bridge the gap of data in respect of structure, investment, financing, employment, production details etc. of different segments of unorganized sector. It has completed the field work. The data is under process through I.C.R. (Intelligent Character Recognition) technology.

Rural & Urban Household Survey

     With a view to generating information for drawing up future plans and programmes and fixing priorities, a Household Survey in both rural and urban areas of the State was conducted during the fifth Economic Census. Detailed particulars like sex, age, educational qualification, marital status, employment, health of all individuals as well as of households like source of income, property, clothing, shelter, food, indebtedness have been obtained. Based on these information, both individual and community oriented programmes can be formulated at the time of necessity. The information so collected is now being processed through OMR (Optical Mark Recognition) technology.
                                                                                                                                                                                           

 Technical Committee for Coordination and Improvement of Statistical System (TCCISS)

     This Committee was constituted under the aegis of National Statistical Commission to review the State’s statistical system and making recommendations for improvement and strengthening the system in various Departments of the State Government. The Committee discussed, during 2005-2006, various issues related to methodology, scope, coverage and deficiencies in existing system. The Committee prepared a Draft Report (Part-I covering Agriculture including Fishery and Animal Resources, Industries, Health and Education) which was circulated to all Departments for feedback. The Report is being finalized in the light of comments made by the concerned Departments.

Revision of Base of the Consumer Price Index (CPI)

     A state level technical advisory committee of prices and CPI Numbers was constituted to revise the base of CPI Numbers in 10 urban centres viz. Kolkata, Howrah, Burdwan, Krishnagar, Medinipur, Purulia, Cooch Bihar, Darjeeling, English Bazar and Suri. As per recommendation of the Committee a family budget survey will be undertaken in abovementioned 10 centres during 2006-07. Society for Socio-Economic & Statistical Services, a reputed and registered NGO has been engaged to undertake the fieldwork of the survey with a view to constructing a weighting diagram necessary for revision of the base of CPI Numbers. The base has been proposed to be shifted from 1960=100 to a recent year. Bureau of Applied Economics & Statistics is the nodal agency for the work.

Wholesale Price Index (WPI) and Consumer Price Index (CPI)

     Monthly wholesale Price Index (WPI) Number for Kolkata for December 2004 and Consumer Price Index (CPI) Number for Kolkata for January, 2005 have already been prepared. Index of Industrial Production for the month of December, 2004 has also been finalised.
                     
Annual Survey of Industy (ASI)                                                                                                     
 

The fieldwork relating to Annual Survey of Industries for the year 2003-04 based on a set of independent sample, different from that of National Sample Survey (NSS), Government of India, is in progress.

NSSO Survey

     The Bureau has been jointly participating with the National Sample Survey Organisation (NSSO), Government of India in the 61st round Survey on Consumer Expenditure and Employment& Unemployment.                                                             

SDP & DDP

     The Bureau prepares the estimates of State Domestic Product (SDP) regularly and the same for the year 2004-2005 has already been prepared.                                                                                              

Staff Census

     The Bureau conducts Staff Census for all the offices under the administrative control of the State Government. The report for the year 2000 & 2001(combined) has been completed and that for year 2002 is in progress. The Bureau has also taken up the work of collection of data in respect of the employees of the non-Government institutions/organisations whose establishment costs are borne by the State Government. Preparation of Report for the year 2001 has been completed and for 2002 is in progress.

Yield rates of major Crops

     The Bureau is entrusted with preparing the estimates of yield rates and production of 19 major crops grown in West Bengal by conducting field surveys and crop cutting in each Block of the State. The estimate for Bhadui and Winter Crops of 2004-2005 has been finalised.

     As decided by the Government, the Bureau has been preparing estimates of yield rates of insured paddy crops of Boro and Aman at the Gram panchayet level on an experimental basis in Nadia for crop insurance purpose since summer season of 2000-2001 and subsequently in Malda and Purulia from winter season of 2002-2003. Another three Districts viz. Dakshin Dinajpur, Cooch Bihar and Paschim Medinipur have been considered for GP level crop cutting experiment from winter 2004-05. The estimates of marketable surplus for rice, wheat, potato, mustard & muskalai have been prepared for the year 2002-2003 and the same for 2003-2004 is in progress.
